PMU Licensing in the UK: Check the Rules Where You Work
Permanent makeup licensing depends on where you intend to work. There is no single application called a Special Treatments Licence that applies in the same way throughout the UK. Start with the authority responsible for your proposed premises and describe the exact procedures you want to offer.
England: Start With the Local Council
The GOV.UK licensing guide includes semi-permanent skin colouring and directs applicants to their local council. It distinguishes the Special Treatments Licence used in Greater London, except the City of London, from the registration route described elsewhere.
Ask the council which application covers your intended PMU treatments, whether practitioner and premises applications are separate, and what evidence it needs. Use the actual working address rather than the training provider’s location.
Wales: Use the Special Procedures Scheme
Wales has a compulsory special procedures licensing scheme. Use the Welsh Government scheme information and your local authority to check practitioner licensing and approval of the premises or vehicle where work will take place.
Name permanent makeup explicitly when enquiring. Ask which current forms, training evidence and approval conditions apply to your work. Do not assume an older registration certificate or guidance written for England answers the Welsh application requirements.
Scotland and Northern Ireland: Follow Their Own Routes
The Scotland licensing starting point includes semi-permanent skin colouring and directs you to the council for the premises. Confirm the current local application and inspection arrangements.

Prepare a Specific Enquiry
- Give the proposed working address and describe whether it is a salon, home room or another arrangement.
- List the PMU procedures you intend to offer.
- Ask which practitioner and premises permissions are required.
- Ask what training and assessment evidence must accompany the application.
- Ask about inspection, fees, renewal and changes of address or services.
Keep the written reply alongside the application instructions and note any unanswered questions. If your plans change, check whether the answer still applies before relying on it.
