Tattoo registration and licensing depend on where you intend to work. There is no single application that this guide can describe for every UK location. Start with the appropriate national guidance below, then ask the authority responsible for your proposed premises about its current process.

England: Local Registration and London Differences
The GOV.UK tattoo licensing page directs practitioners to the council where the premises are based and states that both the practitioner and premises must be registered. Local hygiene and premises requirements apply.
Greater London has a different route: the guidance specifies a Special Treatments Licence, with the City of London excepted from that statement. Ask the relevant council which application applies to your address.
The linked GOV.UK page still includes Wales in its title. For current Welsh arrangements, use the Welsh Government guidance in the next section rather than assuming the same process applies.
Wales: Special Procedures Licensing
The Welsh Government special procedures guidance describes a compulsory scheme covering tattooing, including semi-permanent makeup and microblading. Practitioners need a special procedure licence; premises or vehicles used for the procedures require approval.
New starters must have their applications processed by the local authority before beginning the activity. Registration or licensing elsewhere in the UK does not replace the Welsh requirements.
Ask the local authority about the criteria and evidence needed for your application. Do not rely on guidance about the previous registration scheme when preparing a new application.
Scotland: Contact the Council for the Premises
The GOV.UK Scotland licensing route directs applicants to their local council and says both the practitioner and premises need registration. It also identifies local hygiene requirements and possible inspection.
Use that route to find the relevant council, then obtain its current application information. Confirm the scope of the proposed activity and the address before making assumptions about fees or approval.
Northern Ireland: Confirm the Registration Scope
The GOV.UK Northern Ireland guidance directs you to the council where your premises are based. It specifically advises checking whether both practitioner and premises registration are required for the application.
Request the council’s current conditions, forms and inspection information. Do not import a checklist from another UK nation and assume it covers your intended workplace.
Ask These Questions Before Committing to a Workplace
- Which practitioner and premises applications apply to tattooing at this address?
- What training evidence and supporting documents do you require?
- What premises, hygiene and inspection conditions must be met?
- What are the current fees, renewal conditions and expected processing stages?
- What changes must be reported if I move, add services or work elsewhere?
- Are there different requirements for the particular working arrangement I propose?
Describe the actual proposal, including whether you intend to work in an existing studio, from home or at another type of location. Do not assume that permission for one premises covers visits or work elsewhere.
Keep the written response and official application instructions. This overview deliberately does not give a universal fee or approval time: obtain those details from the authority handling your application.
