Tattoo licensing depends on where you plan to work and the services you will offer. Start with the authority responsible for that location, separate the approvals you need, and confirm which training evidence it accepts before you enrol.
You as an artist
Ask about personal registration, accepted training, supervised experience and assessment.
Your premises
Ask about the address, facilities, hygiene standards and any inspection before work begins.
Your business
Check business registration, planning and insurance separately from permission to tattoo.

Where to check tattoo licence requirements
Use the official starting points below to find the route for your intended work location. If your country is not listed, contact the local public health, licensing or business authority and use the enquiry record to organise its reply.
United States
State and local authorities oversee tattooing practice. Find the relevant state and county or city health department for your intended work address; artist and studio requirements can be separate.
United Kingdom
Start with the GOV.UK route for the UK nation where you will work, then contact the relevant council. Greater London can follow a different licensing route from the general England and Wales process.
South Africa
Contact the environmental health unit of your district or metropolitan municipality. Ask which local by-laws, premises conditions and approvals apply to your proposed tattoo services and address.
New Zealand
Find your city or district council and ask its environmental health or licensing team about the services and work setting you propose. Check the current local rules for a studio, home or temporary premises.
Australia
Use ABLIS with your location and business activity to find relevant licences and council approvals. State artist or operator licensing and local premises requirements may be different checks; NSW has separate tattooist and tattoo master routes.
Canada
Start with BizPaL for your province or territory, municipality and proposed activity. Confirm the results and the tattoo studio requirements with the relevant local public health or licensing office.
India
Use the National Single Window System as a starting point for central and state business approvals, then confirm tattoo-service and premises requirements with the relevant local authority. Its suggested approvals are guidance; the issuing authority makes the decision.

A practical preparation checklist
The steps below help you organise the process. Your authority can confirm which apply and the order in which to complete them.
- Research local requirements: Start by investigating the specific licensing requirements for your area. This could include contacting local government agencies, health departments, or business licensing authorities. Some locations may have strict regulations, while others might not require a specific tattoo license.
- Complete training or apprenticeship: Ask which training, apprenticeship, supervised practice or assessment evidence your authority accepts. Use its reply to compare the curriculum, practical work and support offered by a training provider. - Obtain any necessary certifications: Some jurisdictions require tattoo artists to hold certifications in areas like bloodborne pathogens, infection control, or first aid. Complete any required courses and obtain the necessary certifications before applying for your tattoo license. Confirm acceptance with the relevant local authority and your insurer.
- Register your business: If you plan to operate your own tattoo studio, register your business with the appropriate local or national authorities. This process varies depending on the country or region, so research the specific requirements for your location.
- Prepare your workspace: Ensure that your tattoo studio meets local health and safety regulations. This may include proper sanitation practices, waste disposal, sterilization equipment, and a safe and hygienic environment for clients.
- Use the correct application route: Obtain the current forms and document list from the authority responsible for each approval. Confirm the application fee, inspection sequence and any separate applications for the artist, operator or premises. Use its official website if an online application is available.
- Undergo inspection: In some areas, your tattoo studio will need to be inspected by local health authorities to ensure compliance with health and safety regulations. Be prepared for this inspection and make any necessary adjustments to your workspace.
- Confirm the decision and conditions: Keep the written approval or registration, any restrictions and the renewal date. Ask the authority when you may start work and what to do if you change address, add services or work temporarily elsewhere. Submitting an application does not by itself confirm permission to begin.
