PMU licensing in New Zealand: what to check locally

Do not rely on a broad statement that a permanent makeup licence is optional across New Zealand. The location, premises and procedures matter. Describe the services you intend to offer to the relevant council and request its current requirements.

Describe the proposed PMU service

Tell the council that permanent makeup involves skin penetration and cosmetic pigment. Name the procedures you intend to provide, such as eyebrows, eyeliner or lips, rather than describing the business only as a beauty salon.

Include the address, whether clients attend a home property, and whether you operate independently or inside an existing business. Ask whether premises, operator or individual practitioner requirements apply separately.

Ask about current local rules

Auckland Council’s health and hygiene information describes licensing and inspection of services that intentionally pierce the skin. Its review information also discusses proposed changes. Confirm the adopted rules and commencement dates rather than treating a proposal as law.

Prepare clear training information

Provide the exact course name, syllabus and assessment details if the council requests them. A general accreditation badge may not answer its question. Ask the provider to clarify which procedures the training covers.

The online PMU course includes local requirements and safety subjects, but completing it does not itself approve your premises. Read certification and insurance checks to keep the different records and approvals separate.

Keep a dated record of the answer

Save the council response with the applicable guidance, conditions and renewal dates. Follow up if it does not clearly address the services you described. If an existing studio says its approval covers you, confirm that your working arrangement and procedures fit.
