There is no useful single yes-or-no answer for every piercing service and location. Identify the exact procedure, premises and state or territory, then check the applicable business approvals and training requirements. Do not assume a tattooist licence answers the piercing question.
Describe the Service Before Searching
“Piercing” can cover different equipment and procedures. Tell the authority which services you intend to offer, where you will work and whether you own the business. A generic course title or a photograph of equipment is not enough to establish the applicable category.

Queensland Shows Why the Category Matters
Queensland Health distinguishes higher risk services from closed ear or nose piercing. Higher risk businesses require a personal appearance service licence, and operators require the designated infection-control qualification identified in that guidance.
The same guidance places closed ear or nose piercing in the non-higher-risk category. It says these services do not require that licence but still must comply with the relevant Act, Regulation and infection-control guidelines. Ask the authority which category fits your intended method; do not apply this Queensland example as a national rule.
Check Premises and Practice Requirements Separately
- Does the proposed business need a licence, registration or notification?
- Does this address need planning approval or a premises inspection?
- Which infection-control training is required for the intended service?
- What records, consent arrangements and age restrictions apply?
- Are different conditions imposed on home, mobile or temporary services?
Record who provided the answer and which service and address they considered. If you join an existing studio, confirm which obligations belong to the operator and which apply to you personally. An existing business approval should not be assumed to cover every new service.
Confirm What Your Course Actually Provides
Ask the provider for the current curriculum, practical assessment arrangements and exact certificate details. Compare these with the authority’s requirements. A general body-piercing course, an equipment-specific course and a specified infection-control qualification are not automatically interchangeable.
Before spending on equipment or advertising appointments, resolve any gap between the training offered and what your intended work requires. Bring the authority’s wording to the provider so the question can be answered precisely.
Keep Your Approval Information Current
Keep application outcomes and relevant conditions with your business records. Recheck before moving premises, adding a procedure or changing equipment in a way that affects the service category. Confirm renewal dates with the issuing authority.
